Docker image serving plugin artifacts over HTTP for new Strimzi deployment mechanism

As discussed with jpechane we will go with simple HTTP (no maven yet as Strimzi provides no support for qualifier and type - only pure GAV). 

This includes 

• Docker file for building the image 
• Support for snapshot builds of Debezium in system-tests 
• Ci job able to build the image for upstream snapshots and downstream bits
