System test-suite ability to prepare OCP environment

Currently the test-suite requires a number of OCP projects to be setup (some with specific SCCs). This requires a number of steps before maven can be used to execute the test suite.  In order to streamline the process test-suite should do the following

• Create required projects for debezium, databases and service registry 
• Deploy Strimzi and Service registry operators from provided yaml descriptors

Question: should we also support operator deployment from ocp/k8 marketplace? This would be potentially useful in upstream.
