Create downstream documentation for incremental snapshotting

Develop documentation to describe the following new capabilities made possible by implementing incremental snapshotting:

• Provide support for snapshots running concurrently with streaming. Ability to re-bootstrap previously snapshotted tables by generating a new snapshot .
• Provide support for resuming snapshots interrupted by a connector restart
• Provide support for updates to the filter configuration (include/exclude lists for captured tables)
• Provide support for ad-hoc snapshots (triggered while the connector is running)
