Description

~~Now that the only connector that remains in the debezium-incubator repository is Oracle, there is no need for the "oracle" profile any longer.~~

Move the Oracle connector the main repo
Archive the incubator repo, leaving only a README and the history in place
Update CI and release processes
Keep the profile so the core repo can be built without having Oracle around
