    Description

      There is a lot of shared code between OracleChangeRecordValueConverter and the OracleValueConverter classes. The former is used by the Logminer streaming phase while the latter is used by XStreams in all modes as well as during the snapshot phase of Logminer. Consolidating these should help avoid any differences in code implementations that have lead to inconsistent support for value conversions in the past.
