Changing base packages does not always trigger full builds

    Description

      When changing some related base packages content there are no builds for dependent modules scheduled.

      For example https://github.com/debezium/debezium/pull/2038 was changing the parent POM, which should definitely build/test everything, but only the commit message / style check was triggered.
