Connector restarts with an SCN that was previously processed.

      1. post task
      2. insert value to table
      3. kafka topic will receive one record 

      It`s normal，then

      1. restart connector or delete and post the same task
      2. do nothing
      3. kafka topic will receive one record . It always latest value of pipeline，then kafka topic have two records

      I didn't find anything wrong
