Increase Oracle CI frequency

Incubator repo currently builds only db2 and cassandra. It would be good if oracle could be built too.

The build will build the artfacts and execute unit tests but should skip integration tests as there is no db available.

The main problem with this task is obtaining xstream.jar as it should not be pu publicly available but is necessary for the build.
