Currently when Postgres server is about to shutdown with shutdown mode `fast` the connector does not realize that (only when separate heartbeat is configured) as Debezium doesn't heartbeat / check keepalive state of the streaming connection.

For example we could send regular IDENTIFY_SYSTEM or SHOW (available since PG 10+) commands from the replication protocol in order to check alive state.
