Re-unify logging content in the operations/logging.adoc file

In an earlier release, content about Debezium logging was modularized and split into 5 individual files (1 assembly and 4 modules) that are stored in the partials directory. Now that we have a utility that can split the files when we fetch upstream content for re-use downstream, we can put the logging content back into one upstream file. We'll update our fetch script to split the content when we fetch it.
