Update OpenJDK Quality Outreach jobs

    Description

      There's jobs based on GitHub actions for building Debezium with the latest OpenJDK builds. They should be updated to use:

      • The current stable OpenJDK 15
      • The latest OpenJDK 16 EA build
      • Remove the OpenJDK 14 build as it has reached is EOL
      • Need only one run per database (i.e. not all versions of MongoDB etc.)

          • Minor - To be worked after urgent, high, and medium priorities are resolved.
