Add annotations to support splitting files for downstream docs

I neglected to add the annotations required for modularizing the downstream docs. The following files require annotation comments:

• filtering.adoc

Also, conditionalize :toc: entries In the filtering file and in content-based-routing.adoc so that render in the upstream doc only.
