Most connectors in the debezium and debezium-incubator repositories have a specific README.md file covering connector specific instructions. For the PostgreSQL connector there are still some specific instructions left in the root README.md file of the debezium repository.

For the sake of consistency I propose moving the PostgreSQL specific contents to the README.md file in the debezium-connector-postgres folder.
