Explore fetching MySQL and Oracle grammars from upstream automatically

    Description

      As a follow-up to DBZ-1127, it would be nice to see if we could make use of the maven download plugin in order to fetch the MySQL and Oracle grammars from upstream.

      We need to investigate being able to also support keeping a fallback in play where we can use our local file without the copy from upstream, allowing for bug fixes or testing without the need to waiting for the upstream project to be released or pull requests merged.

      Perhaps something with build profiles might work here?
