Current Expectation / Understanding:

Scenario: User "veda" wants to share the CockroachDB Provider Account instances under his namespace with user "rama". 

OpenShift ver: 4.11.2

RHODA ver: 0.2.0

User veda does the following:

• Adds spec in the dbaas policy under his namespace to enable connection from rama's namespace.

• rama-sandbox * oc adm policy add-role-to-user view rama -n   veda-rhoda-rama

This is what user "rama" observes at his end:

User rama is now able to see the veda's Provider DB instances under Data Services -> Database Access

User rama goes to +Add under Developer console, selects the Cloud Hosted Database tile and sees the following error message when he selects CockroachDB.
