[RHODA][RDS] Improve RDS database instance naming

      1. Create Database Instance of type RDS.
      2. You are allowed to assign an Instance Name which makes sense like my-rds-postgres
      3. For ACK/RDS purposes RHODA auto-generates a name in the format "rhoda-database-<uuid>" and assigns it to the DB Identifier field. 
      4. If you reconstruct your cluster and reimport the same RDS account then the RHODA instance name will come back as "rhoda-adopted-db-instance-rhoda-database-<uuid>" which is unintelligible.

      During RDS instance creation, assign the DB identifier field to the format:

      rhoda-database-<db engine type>-<uuid> for the reason described in the steps above.
