What 

The  monitoring stack is CR for the observability operator which will be created from the RHODA operator automatically which creates required resources for monitoring. Need to implement the code logic to create the CR from the code.

we are installing the Observability operator already using reconciler code,  so once the installation of the observability completed, then add the function which will create the monitoring stack CR **
