Develop automation script to provision CockroachDB database instance from Developer view for an existing provider account using Openshift CLI

Acceptance Criteria:

• Script should be capable of identifying an existing provider account and create a new one in the absence of existing for the given database provider
• Script should be capable of provision a database instance with the given details and verifying the deployment after provisioning

• Negative scenario --> Script should be capable of verifying error message for the invalid provider account
