Add a new Instance Phase `Error`, `Failed` and `Unknown`.
Use them to indicate cluster terminal states with issues, for example CockroachDB Cloud`CreationFailed`.
Also add kubebuilder marker to the `phase` field to enforce restriction on the allowed values.
