We need 2 new fields that will contain information shown to the user via UX when a provider does not support provisioning or it's disabled for the provider on-cluster. Use case is that we want to redirect to the provider's external platform and inform the user a bit on why we're doing so.

• externalProvisionURL (mandatory)
  • should point to docs on partner platform for provisioning
• externalProvisionDescription (mandatory)
  • short verbiage to appear in a small UX notification along with the above URL
