Change the installation namespace of provider operators and service binding operator to be the same as the dbaas operator's namespace, so that the dbaas operator doesn't need the permission to delete namespace
Disable the uninstallation of the platform resources and reduce the permissions that the operator needs
Set the dbaasplatform CR to be the owner of the namespace-scoped platform resources, so that these platform resources will be deleted when uninstalling dbaas operator
