[R5] Incorrect RDS ACK Controller is being installed with RHODA Dev image

      While installing RHODA operator from [Dev image|https://quay.io/repository/ecosystem-appeng/dbaas-operator-dev-catalog?tab=tags&tag=latest], incorrect RDS ACK controller version 0.1.1 is pulled and it stuck in installing status. And this affects installation of other operators. 

      Please find the screen shot below:

      Workaround: This issue is resolved when the version 0.1.1 uninstalled. It pulls the appropriate RDS ACK version 0.0.27.
