Develop ADR documentation (to be located in our shared directory) that captures:

• Feature Flag best practices to consider
• Pros / Cons of using Feature Flags (these might be generic, but should be applicable to us in order to be included in your pro/con list)
• Proposed list of Features to gatekeep behind flags (suggestions - Observability, Obsv. remote-writing, Providers, Connections, Instances, Provider Accounts)
• Explanation of Implementation for first example flag to be added
