In order to enable Zuul CI (see https://issues.redhat.com/browse/OSCI-1785) for all CentOS Stream packages we need to use the pool of workers to which we can scale Zuul jobs.

We will be using the control plane for Zuul provided by the RHOS PDC team, so we only need stateless workers.

Please provide AWS account for the Zuul team to setup the nodepool service with the AWS driver (https://zuul-ci.org/docs/nodepool/aws.html#attr-providers.[aws])
