CentOS Stream needs to prepare for power outage in Westford so this doesn't affect CentOS Stream build pipeline.

Acceptance criteria:

• All critical services that are affected by this are known
• Impact of the outage on these services is determined - eg fully out, unaffected, read-only
• Impact is mitigated through planned tasks
• Tasks are assigned to an owner
• Validation and testing is completed before outage that services affected behave as expected for outage
• Validation post outage that services and systems are back online and functioning properly
