We'll be using Zuul to run the MR (merge request) tests for CentOS Stream 9!

This card is about getting Zuul running in some staging environment, so we can run experiments with it. Both asamalik@redhat.com and sgallagh@redhat.com need to have admin privs on it. And it needs to be able to access the staging gitlab space, as well as receive webhook calls from it.
