Due to DC move happening for CentOS community infra, it was decided to rebalance the workload between new hardware that will be shipped to RDU3 for CentOS community workload and so reuse existing (almost) new hardware in RDU2 community cage for CentOS Stream (also in RDU2, but different racks)

Work to be done:

• clear VMs running on these hypervisors (done : https://gitlab.com/CentOS/infra/tracker/-/work_items/1746)
• upgrade various idrac/perc/bios firmwares to latest ones
• update idrac network settings before shutting these down
• create internal ticket to ask machines to be racked in stream racks
• redeploy machines with RHEL9
