The dhcp package was retired in CS-2097 for CentOS Stream 10, but it looks like the retirement wasn't fully pushed to repo. https://gitlab.com/redhat/centos-stream/rpms/dhcp currently has both a `dead.package` and a specfile (plus all the ancillary files like patches and stuff). I believe everything should be deleted except the `dead.package`. The current state is confusing because someone looking at the repo might not realize it's actually retired.
