MBS can used UMB, but not natively : upstream mbs has built-in support for fedmsg but not directly for umb, reason why we have to build rpm package through infra tags for https://github.com/release-engineering/mbs-messaging-umb)

Once built, it should be properly signed/promoted, like any other infra package, and so be available for infra consumption in Stream env
