This would mimic the UBI shape - these images also provide the python3-dnf-plugins-core.

Also, the Fedora 41+ images provide dnf5-plugins package (the DNF5 alternative to python3-dnf-plugins-core).

With a reasonable additional image size, there are many end-user convenience tools.

Build systems using Mock will also benefit from that; the necessary "builddep" and "repoquery" commands are automatically available so Mock doesn't need to install them explicitly (this speeds the build up a lot).  It also simplifies the implementation of Mock's isolated builds https://github.com/rpm-software-management/mock/pull/1393
