The tag https://kojihub.stream.centos.org/koji/taginfo?tagID=1870 seems to have been locked without consulting our team.

As I understand it, although CentOS 8 is EOL, we are still supposed to update the sources in c8s. We can't do this if we can't create updated portable builds to use for test builds (leading us back to a similar situation to CS-2013)

I was trying to work around the inability to do CS-2249 when I encountered this locking:

$ koji -p stream tag-build java-openjdk-c8s-build java-21-openjdk-19.0.2.0.7-1.el8
2024-07-22 23:33:07,541 [ERROR] koji: ActionNotAllowed: tag is locked

I understand we don't want to alter c8s at this point, but if we can't build, how are c8s MRs supposed to work?
