RHEL 9.5 issue should not have been approved for a RHEL 9.4 build

      Hi,

      There seems to be a missing check on RHEL 9.5/9.4 process.

      RHEL-23472 was approved for RHEL 9.5 - not RHEL 9.4.
      I did not realize that the on-demand branch for 9.5 had not been created yet when I pushed this change. Somehow, the commit was still approved and built for .el9_4.
