Currently we have a special handling set for s390utils, so when build is initiated for RHEL-9 in brew, it is using rhel-*-candidate-pesign build target (so the bootloader gets signed properly). Because starting with RHEL 8.10 the s390utils package is not Exclusive for s390x and I will do a c8s build for it as well, we need to make sure the "cloned" build for RHEL-8 will be also using the "pesign" variant of the build target same as RHEL-9.
