ELN reposync storage consumption

The temporary ELN repo used for c10s bootstrap is actually consuming ~1.2TiB of local storage.

We need to modify the ELN reposync script to ensure that it would also delete local packages not present anymore in upstream ELN repository (and so not even mentioned anymore in the downloaded repodata)
