We're enabling gitops for the koji-ops repo! (CS-1719) So instead of running the playbooks manually every time in a terminal, they get applied automatically with every MR merge.

Since committing to the repo means immediate change to our koji configuration, let's review the repo permissions and ensure only expected people have perms to commit.

We may also want to consider only allowing MRs instead of direct commits — thoughts?
