Older version of rust-toolset in c8s

      We're trying to build a new version of 389-ds-base in RHEL 8.9 that depends on rust-1.71.
      In Fedora and C9S/RHEL9 everything is okay, but in C8S we see a discrepancy between versions.

      In RHEL 8.9 buildroot we see rust-1.71:

      repoquery --repofrompath="rhel-8.9,https://download.eng.bos.redhat.com/brewroot/repos/rhel-8.9.0-build/latest/x86_64/" --repoid="rhel-8.9" rust
...
rust-0:1.71.0-2.module+el8.9.0+19508+1165ba39.x86_64

      But in C8S it's 1.69:

      repoquery --repofrompath="centos-8-stream,http://kojihub.stream.centos.org/kojifiles/repos/c8s-build/latest/x86_64" --repoid="centos-8-stream" rust
...
rust-0:1.69.0-1.module_el8+430+506bc849.x86_64

      It seems that rust-toolset was not tagged in C8S when rust-toolset came out of gating in RHEL8.
      Could you please check what's wrong?
