We'd like to bootstrap CentOS Stream 10 and RHEL 10 using the same externalrepo made up of Fedora ELN content. This means we need a sync of that content on internally facing infrastructure. 

We'd like to explore:

• Creating a distrepo of the ELN tag
• Syncing that distrepo to a location in CentOS Stream infrastructure
• Regularly refreshing that content (starting once a day)
