In order to resolve BZ 2216456 we need to create a version of the CentOS binutils package targeted at gcc-toolset-12 for RHEL 9.3.0.

There are already branches called scl-gcc-toolset-12-rhel-9.1.0 and scl-gcc-toolset-12-rhel-9.2.0 for the binutils package, so this is a request to create a new branch called gcc-toolset-12-rhel-9.3.0.

A similar branch will be needed for the binutils package in the RHEL repository. If that can be done on this ticket then that would be wonderful. Otherwise I will create a second ticket to have that branch created.
