After talking to a few people, I learned it can be hard to keep track of what's new in the CentOS Stream releases.

Let's tweak the "pushing to mirrors" Jenkins job, and have it tag all the packages it pushes to mirrors into a new c9s-released / c8s-released tag in Koji.
