We need glibc32 in the buildroot, otherwise we cannot build gcc. I think this means this issue is technically a blocker for RHEL work.
The tricky part is that glibc32 must not ship in any compose, it's truly buildroot-only. The presence of this package would break multi-arch composes.
(Same situation as for c9s-build, so please look there for inspiration.)
