Based on discussion with Aoife and Brian for the CentOS Stream infra handover to Infra and Releng team, we agreed to use a private/dedicated git repository on gitlab.com/redhat/centos-stream.

Reason is that it will also contain sensitive/redhat-only information and so it shouldn't be public on https://docs.infra.centos.org

DoD:

• git project created on gitlab
• only `centos-stream-infra` team has access
• each git commit (markdown format) will automatically render website
• all automated via gitlab CI/CD pipeline
