We are getting random errors in tests due to broken CS9 mirrors:

Seems the situation is not getting much better, we need to find a solution for this and ideally mitigate if possible. It is hard to recover from it. Maybe dnf should do a better job?

Note that this can block RHEL9, so setting to critical level to raise awareness.
