Mitigation of broken mirrors for tests/etc.

    Description

      We are getting random errors in tests due to broken CS9 mirrors:

       STDOUT:CentOS Stream 9 - BaseOS                        1.9 kB/s | 3.9 kB     00:02    
      STDERR:Errors during downloading metadata for repository 'baseos':
        - Downloading successful, but checksum doesn't match. Calculated: a627c683cb157357f45892c00bfeba9a5a0d7e99fb791ac1f2a2b523fdf3cfcf3329498ac2662fd9d278a1d7c1612b635eeff6dc5ca003a42e5587839aa9abd8(sha512)  Expected: 48e028bef28872d5bbd57a11834513227894538504e16ebc187f497e6561ec038aa94462d8cc50923d1fac60106670938cc9b204a060408123fbb453115810e0(sha512) 
      Error: Failed to download metadata for repo 'baseos': Cannot download repomd.xml: Cannot download repodata/repomd.xml: All mirrors were tried

      Seems the situation is not getting much better, we need to find a solution for this and ideally mitigate if possible. It is hard to recover from it. Maybe dnf should do a better job?

      (But seems it was more issues lately)

      Note that this can block RHEL9, so setting to critical level to raise awareness.
