Steps to Reproduce

1. Install Dev Spaces 3.24.1 on airgap IBM Z / Power cluster OCP 4.20 using registry-proxy.engineering.redhat.com/rh-osbs/iib:1072087
2. Go to OperatorHub look at the available Dev Spaces versions to install.

Actual results:

There were only 3.24.1 version available:

airgap_OCP_packagemanifest-devspaces.yaml

Expected results:

3.22.0, 3.22.1, 3.23.0, 3.23.1, 3.24.0, 3.24.1 versions are in the PackageManifest
online_OCP_packagemanifest-devspaces.yaml

It was possible to install 3.22.0, 3.22.1, 3.23.0, 3.23.1, 3.24.0 on online IBM Z / Power.

There were 3.22.0, 3.22.1, 3.23.0, 3.23.1, 3.24.0, 3.24.1 versions available to install on airgap x86_64.
QE used CRW Jenkins pipeline to install Dev Spaces 3.x: https://jenkins-csb-crwqe-main.dno.corp.redhat.com/job/Testing/job/Disconnected/job/installDS/

rh-ee-smuralid saw 3.24.0 only when installing Dev Spaces using the DS 3.24.0 iib image registry-proxy.engineering.redhat.com/rh-osbs/iib:1061099 with the manual script, but saw all Dev Spaces versions when installing Dev Spaces using the https://jenkins-csb-crwqe-main.dno.corp.redhat.com/job/Testing/job/Disconnected/job/installDSonIBMZ/ pipeline.
 
It could mean that the manual installation script was not completely correct.
