We need to configure our clusters to be able to pull from brew image registry (registry-proxy.engineering.redhat.com).

This is done by patching image controller config parameters as described here: https://docs.openshift.com/container-platform/4.4/openshift_images/image-configuration.html

The job should patch image.config.openshift.io/cluster and then wait for all the machine config pools to be updated.
