Download JetBrains IDE server binaries only on a workspace creation phase

      Currently, JetBrains IDE server binaries are downloaded on each workspace start.
      It may take about 1-2 minutes, and make the workspace start time longer.

      To eliminate this delay, we can reuse the IDE server binaries stored in a volume instead of downloading them. So, it should be downloaded only during the workspace creation phase.
