[RN] Support for copying /home/tooling/.config to /home/user/.config in the image entrypoint

      = Support for copying `/home/tooling/.config` to `/home/user/.config` in the image entrypoint

      Previously, when the `spec.devEnvironments.persistUserHome` feature was enabled and you started a Cloud Development Environment (CDE) for the first time using a Universal Developer Image (UDI) based image, the files in the `/home/tooling/.config` folder were not copied over to the `/home/user/.config` folder. With the latest update to `registry.redhat.io/devspaces/udi-base-rhel9`, the files in the `/home/tooling/.config` folder are copied to `/home/user/.config` in the image entrypoint.
