Description of problem:

Changes added to the settings.json and extensions.json in vscode-editor-configurations does not get applied. 

Prerequisites (if any, like setup, operators/versions):

DevSpaces 3.19

Steps to Reproduce

1. Create a CM using doc  
2. Start or restart your workspace
3. Verify that settings defined in the ConfigMap are applied 

Actual results:

In clients case it showed the configmap already exists  but without app.kubernetes.io/part-of: che.eclipse.org label  due to which the settings.json and extensions.json provided in the configmap were not getting replicated. 

Expected results:

The settings.json and extensions.json provided in the vscode-editor-configurations ConfigMap should get reflected for the usernamespace.
