Setup Jenkins job to pull commits from upstream and push to downstream

      We need a reliable way to keep http://pkgs.devel.redhat.com/cgit/containers/codeready-workspaces/tree/?h=codeready-1.0-rhel-7 and https://github.com/redhat-developer/codeready-workspaces in sync.

      Now that we have a service account we can use to push commits to pkgs.devel, we could set up a job on Jenkins that pulls all commits from upstream and pushes them to downstream.
