Description of problem:

The python interpreter does not appear to be installed or registered correctly with devspaces

Prerequisites (if any, like setup, operators/versions):

Devspaces 3.20

Steps to Reproduce

Create a developer sandbox here https://console.redhat.com/openshift/sandbox

Open devspaces and select the python project from the example tiles

open the hello-world.py file and observe that the page does not show the green 'play' button nor the python version in the status bar on the bottom right

select the debug option in the left sidebar and click the 'start debugging' button

Observe the dialog that says 'Configured debug type 'python' is not supported.'

Select the blue 'Install python extension' button and observe the 503 error in the extensions area on the left diebar
