Description of problem:

Workspace didn't stop after clicking on "Close and Stop" button in the JetBrains Intellij IDEA Ultimate desktop editor.

Steps to Reproduce

1. Install Dev Spaces 3.19.0.RC-23 on OCP 4.17
2. Go to User Dashboard > Create Workspace
3. Select JetBrains Intellij IDEA Ultimate editor
4. Open workspace using Node.JS Express sample
5. Close JetBrains Intellij IDEA Ultimate desktop editor and click on "Close and Stop" button.
   

6. Go to User Dashboard of Dev Spaces.

Actual results:

Workspace didn't stop after clicking on "Close and Stop" button in the JetBrains Intellij IDEA Ultimate desktop editor.

Expected results:

User Dashboard shows workspace status "Stopped".
